Legality of serving a freshly dead fish[]

I know it was done just for a joke, but in my country, serving a fish in that manner is a food service standard violation.

The law state that sushi products must remain chilled at all times, to prevent food poisoning.
A freshly killed fish would actually be at room temperature and therefore, not suitable for human consumption.

I'm uncertain if it applies to fish (since their blood is different), but there's another law that says you have to drain blood from a dead animal to minimize the risk of transferring blood borne infections/pathogens to the consumer.
The manner in which they serve the fish means it still has it's blood in it.
